Stan is a native of Knoxville, Tennessee and graduated from Central High School in 1971. He received a Bachelor of Science degree in Business Administration in 1977 from the University of Tennessee.

Stan began working for the TWRA in the fish habitat program in 1980. Five years later he transferred to the newly created reservoir data collection unit. In 1990, he began working at the Eagle Bend Hatchery where he was involved in raising striped bass, walleye, and crappie. He rejoined the reservoir data collection unit in 1995 as a Wildlife Technician II.
